PGSQL_NOTICE_ALL (to return all notices),

A string containing the last notice on the
given $connection with
PGSQL_NOTICE_LAST,
an array with PGSQL_NOTICE_ALL,
a bool with PGSQL_NOTICE_CLEAR.
